Some Presidents of the United States, both Democrat and Republican, have used the Internal Revenue Service to punish their enemies.
The IRS is the department of government that can inflict tremendous pain on targeted individuals and groups. Using it as a battering ram against citizens who have committed no crime is something particularly corrupt Presidents do.
